This is a look back at the Dubai property market in 2025. It was written for buyers, investors and renters, and it has been updated in November 2026 so that it reads as a review of the year, not a forecast. Prices and rents change, so check current figures before you decide.
Where this guide gives a number, it names the source and the date. Where we could not find a named, dated source, we describe the trend in words only.
Summary: what 2025 looked like
2025 was a very active year in Dubai. The Dubai Land Department (DLD) reported its strongest real estate performance on record, and private price trackers showed sale prices rising faster than rents:
- Record activity: DLD reported more than 270,000 real estate transactions worth AED 917 billion in 2025, up 20% on 2024 (Dubai Media Office, 12 January 2026).
- Prices up: REIDIN's December 2025 report put its Dubai residential sales price index 12.88% higher than a year earlier.
- Rents up more slowly: The same report put its Dubai residential rent index 6.15% higher year on year, with apartment rents up 7.04%.
- New rent rules: DLD launched the Smart Rental Index on 2 January 2025, which changed how rent increases at renewal are checked.
What drove the market
Official figures show how busy the market was. They do not, by themselves, explain why. The factors most often discussed were these:
- Population and jobs: A growing population creates housing demand. Check the latest figures from the Dubai Statistics Center before you rely on any population number.
- Residency options: Long-term residency routes, including the Golden Visa, are part of the picture for some buyers. Rules and eligibility change, so check u.ae for the current terms.
- Investor interest: DLD counted about 193,100 investors in 2025, up 24%, and about 129,600 of them were new investors (Dubai Media Office, 12 January 2026).
Trends in 2025
1. Prices kept rising
Prices rose through the year. Two readings from the sources above:
- Sale prices: REIDIN's index rose 12.88% in the 12 months to December 2025 (apartments: 12.52%).
- Segments differ: One index covers the whole city. Prime villas, mid-market apartments and off-plan units did not move together. Compare the specific community and property type you care about, using recent DLD-recorded sales. The Waqov research pages show prices from DLD data.
- Off-plan and ready property: Both stayed active. Off-plan buyers should check the developer's payment plan and delivery record. Ready buyers get a finished unit and, if they rent it out, immediate income.
2. Rents grew more slowly than prices
- Slower rent growth: REIDIN's rent index rose 6.15% year on year to December 2025, against 12.88% for sale prices.
- New supply: Many new buildings were completed in areas such as Dubai Marina and Business Bay in 2024 and 2025. More supply gives tenants more choice. We have not found a named official count of completions, so we give no figure.
- Quality matters: Well-managed buildings with good amenities generally hold their appeal better than poorly maintained ones. This is an observation, not a measured result.
3. Sustainable and community-focused living
- Energy-efficient homes: Buyers and renters increasingly ask about energy-efficient appliances and smart home features. Communities such as The Sustainable City are built around these features.
- Master-planned communities: Developments such as Dubai Hills Estate, Tilal Al Ghaf and Al Barari offer parks, retail, schools and healthcare close by. Villas and townhouses with private outdoor space remained popular with families.
4. Areas people looked at beyond the city core
- Dubai South and Expo City: These areas are near Al Maktoum International Airport and the former Expo 2020 site. Prices there are often lower than in central areas. Check the delivery status of each project.
- Jumeirah Village Circle (JVC) and Jumeirah Village Triangle (JVT): Mixed villa and apartment communities that many mid-market buyers and renters considered.
- Tilal Al Ghaf: A villa and townhouse community by Majid Al Futtaim.
Past demand does not guarantee future price rises in any of these areas.
Rent rules renters and landlords should know
- Smart Rental Index: DLD launched the Smart Rental Index on 2 January 2025. It uses a building classification system to value properties and decide rent increases, and it covers residential areas across Dubai (DLD announcement, 2 January 2025). It is checked through the DLD rental index service.
- Increase limits: Under Decree No. (34) of 2013, as described by DLD, an increase starts at 0% when the rent is less than 10% below the average market rent. It can reach up to 20% when the rent is more than 40% below the average. Check the exact bands on the DLD rental index service.
- 90 days' notice: DLD said on 16 February 2025 that a landlord must notify the tenant of an increase at least 90 days before the contract expires. If notice is late, the increase is not applied, even if the index would allow it.
- Ejari: Ejari is the registration of a tenancy contract with DLD. It can be done through Real Estate Trustee Centres or the Dubai REST app, and the minimum lease term is one year (DLD Ejari guide). The Rental Disputes Centre asks for the registered lease, with an Arabic translation, when you file a case.
- Rental Disputes Centre (RDC): The RDC handles rental disputes, including conciliation, lawsuits, appeals and execution of judgments. It offers online case registration and tracking, and it does not give legal advice (RDC FAQ). Court fees depend on the claim, so check the RDC website.
- Oqood: Oqood is the DLD system through which developers register off-plan sales in the interim property register. As a buyer, ask the developer for proof that your sale is registered and check it with DLD.
Practical tips
For buyers and investors:
- Think long term: Do not rely on short-term price jumps. Look at the community, the building and the service charges.
- Check before you pay: Confirm ownership and outstanding service charges with DLD. For off-plan units, ask for proof of registration. Waqov does not inspect or verify any property.
- Negotiate: Compare recent DLD-recorded sales in the same building. Make an offer you can support with those prices.
For renters:
- Know your dates: Check when your contract expires and whether you received a written increase notice at least 90 days before.
- Check the index: Use the DLD rental index with your Ejari contract number before you agree to a renewal.
- Ask about terms: Landlords may agree to cheque payment plans or other terms. Always ask, and get them in writing.
- Inspect everything: Test appliances, check water pressure and look for signs of maintenance problems before you sign.
Risks that applied in 2025
- Global conditions: Interest rates and global events can change buyer sentiment.
- New supply in some areas: Many completions in one area can mean slower rent growth or longer vacancies.
- Off-plan delays: Check the developer's record and the project's registration before you pay.

Frequently asked questions (FAQ)
Did Dubai property prices go up or down in 2025?
Up. REIDIN’s December 2025 report put its Dubai residential sales price index 12.88% above December 2024. DLD reported record transaction value for the year (Dubai Media Office, 12 January 2026). Results varied by area and property type.
Which areas did investors look at in 2025?
Investors looked at established areas such as Dubai Marina, Downtown Dubai and Palm Jumeirah, mid-market areas such as JVC and Arjan, and newer areas such as Dubai South and Mohammed Bin Rashid City. This is not a recommendation. Rental income and prices differ by building, so compare recent DLD-recorded sales and rents for the exact property.
Are off-plan projects a good choice?
That depends on the project and the buyer. Check the developer’s delivery record, the payment plan and that the sale is registered with DLD. Ask for proof of registration (Oqood) from the developer.
How did rents change in 2025?
REIDIN’s Dubai residential rent index rose 6.15% in the 12 months to December 2025, and apartment rents rose 7.04%. That is slower than sale prices. Individual buildings differed, so check rents for your own building.
What are the rent increase rules in Dubai?
DLD launched the Smart Rental Index on 2 January 2025. Under Decree No. (34) of 2013, an increase is allowed only if the index supports it, and it can reach up to 20% when the rent is more than 40% below the market average. The landlord must give notice at least 90 days before the contract expires. Register your lease on Ejari, and use the DLD rental index service to check the figure. If you cannot agree, the Rental Disputes Centre handles rental cases and offers online filing.
Does the global economy affect Dubai property?
It can. Interest rates and global events can affect buyer sentiment and financing costs. We have not found a named, dated source that measures how much, so we give no estimate.
What trends did buyers and renters talk about in 2025?
- Energy-efficient homes: Interest in energy-efficient and smart home features.
- Community living: Developments with parks, retail and schools nearby.
- Online services: More DLD and RDC services moved online, such as Ejari and case registration.
Summary
2025 was a record year for transactions in Dubai, with sale prices rising faster than rents. For buyers, the key steps are research, checking registration with DLD and comparing recent sales. For renters, the key steps are knowing your contract dates, registering on Ejari and checking the rental index before you renew. Nothing here predicts what prices or rents will do next.
